The Biological Threat Reduction Program of the Department of Defense:
From Foreign Assistance to Sustainable Partnerships


The aim of this Department of Defense program is to help prevent the proliferation of expertise and technologies that could contribute to the development of biological weapons. This report, requested by Congress in P.L. 109-364, assesses the program and recommends ways to strengthen its activities.
