Acquisition and Operation of Polar Icebreakers:
Fulfilling the Nation’s Needs

Requested by Congress in P.L. 114-120, this letter report from the National Academies of Sciences, Engineering, and Medicine advises the U.S. Congress on strategies to minimize life-cycle costs of polar icebreaker acquisition and operations. The Committee recommends the number and type of polar icebreakers to fund and an acquisition strategy that achieves a lower cost.

These briefings were for members of Congress and congressional staff only. The report was publicly released on July 11, 2017 and can be found, in its entirety, on the Web site of the National Academies Press.
