Dr. Andrew Maguire served three terms in the U.S. House of Representatives, elected from New Jersey’s 7th Congressional district. He was a member of the Health and Environment, Energy, and Oversight subcommittees of the Interstate and Foreign Commerce Committee where he played a leading role in health, mental health, and environmental policy, including the Clean Air Act and control of toxic substances. He authored the legislation establishing the Annual Report on Carcinogens.
A Phi Beta Kappa graduate of Oberlin College, he received a Ph.D. from Harvard University with concentration in international security studies and economic and political advancement in the developing world. He is a consultant to the Union of Concerned Scientists. Previously he served as Vice President for Health at the Environmental Defense Fund, where he led EDF’s efforts to reduce the threat of toxic chemicals to human health.
Earlier he was Advisor on Political and Security Affairs with the State Department at the U.N.; Vice President of the World Resources Institute; a Fellow at the Institute of Politics at the Kennedy School of Government at Harvard; and Senior Advisor to Clean Air-Cool Planet, a science-based, non-partisan organization that energizes universities, businesses, and communities to reduce their greenhouse gas emissions. He designed, launched, and staffed a start-up private philanthropy initiative for the Global Alliance for Vaccines and Immunization (GAVI), an international partnership whose goal is to ensure that every child, everywhere, is safely immunized against life threatening diseases.
For more than a decade as CEO of EnterpriseWorks Worldwide (later merged with Relief International) he engaged multilateral, bilateral, corporate, and host country partners in alleviating poverty by assisting small-scale entrepreneurs, farmers, and producer associations to create enterprises that improve the health and livelihoods of families through increasing productivity, incomes, and competitiveness in regional and international markets.
Dr. Maguire served as a director of Pharmaceutical Resources, Inc. (NYSE: PRX); a monitor for presidential elections in Ukraine and Cameroon; and an advisor to Common Cause, the United Nations Association-USA, and businesses. His publications include Toward ‘Uhuru’ in Tanzania (Cambridge University Press); Bordering on Trouble: Resources and Politics in Latin America (co-editor, Adler & Adler); and “Clean Air as a Profitable Commodity: New Approaches for Economic Security and Environmental Quality,” Congressional Studies (Volume 8, Number 2).
