Dept. of Education, HHS Competition Aims to Improve Early Learning Programs

The 2008 IOM/NRC report, Early Childhood Assessment: Why, What, and How?, determined important development outcomes for young children – such as social and emotional development, physical well-being, and language development – and made recommendations on how those outcomes should be evaluated in early childhood care and education. On May 25, 2011, the Departments of Education and Health and Human Services launched a new competition, Race to the Top-Early Learning Challenge, to spur states to improve the quality of early learning programs. Among other competition requirements, states will be challenged to increase the number of low-income and disadvantaged children enrolled in early learning programs and align any assessments with recommendations from the IOM report.
