To respond to its statement of task, the committee commissioned an extensive body of new statistical analyses, and four papers from subject-matter experts to complement its review of existing literature. The committee’s statistical analyses focused on describing and accounting for geographic variation in health care spending, utilization, and quality for the overall population, as well as for populations with specific diseases or conditions across HRRs. The following six subcontractors supported the committee’s statistical analytic work: Acumen, LLC; Dartmouth; Harvard University; The Lewin Group; University of Pittsburgh; and Precision Health Economics (PHE). Using large public and commercial claims databases, these subcontractors examined geographic variation across different geographic units. Additional complementary analyses were directed at hospital and provider-levels. RTI International and IMPAQ International were commissioned to provide a quality control analysis, and RAND, Corporation modeled the impacts of potential committee recommendations.
