February 28 -- A new report from the National Academy of Engineering and National Research Council provides recommendations to enhance and complete the last volume of a report by the Interagency Performance Evaluation Task Force (IPET), formed by the U.S. Army Corps of Engineers to examine why New Orleans' hurricane-protection system failed during Katrina and how it can be strengthened. The report urges IPET to provide a clear explanation of its methods to evaluate flood risks and to promptly finish its study.
