New Approach Needed to Protect Patient Privacy in Health Research

February 4, 2009 -- The Health Insurance Portability and Accountability Act (HIPAA) Privacy Rule does not adequately protect patient privacy, and it hinders health research discoveries, concludes a new report from the Institute of Medicine. Congress should authorize the development of an entirely new approach to protecting the privacy of personal health information in research. However, if policymakers decide to continue relying on this regulation, the report recommends a series of changes to the rule and its application.
