January 11 -- A draft bulletin from the White House Office of Management and Budget proposing technical guidance for federal risk assessments should be withdrawn because it would not achieve its stated goal of improving the quality and objectivity of such assessments, says a report from the National Research Council. OMB should issue a new bulletin outlining general risk assessment principles but leave technical guidelines to federal agencies to develop.
