Federal Government Should Improve Assessments of Research Efficiency

January 31 -- A new report from the National Research Council recommends changes in how the government evaluates the efficiency of research at EPA and other agencies. Efficiency should be considered only one part of evaluating a program's quality, relevance, and effectiveness, the report says. Evaluations of "process efficiency" should focus on research inputs and outputs, while assessments of "investment efficiency" should gauge how well R&D fits into an agency's strategic plan.
