Publication - BISO Participates in ISC-IIASA Pathways to a Post-COVID-19 World*

The International Science Council (ISC) and the International Institute for Applied Systems Analysis (IIASA) combined the expertise of the two organizations for a joint project, Transformations Within Reach: Pathways to a Sustainable and Resilient World. The project focused on four areas: (1) governance for sustainability, (2) strengthening science systems, (3) resilient food systems, and (4) sustainable energy. Experts from around the world participated in several consultative platforms, and a synthesis report and four topical reports were prepared. NASEM Contributes to ISC - COVID-19 Global Science Portal*

All members of the ISC were invited to contribute resources to the ISC’s COVID-19 Global Science Portal. Intended as a resource for scientists, policymakers, journalists and the public, the Portal provides a convenient source of information about initiatives and resources in various countries and those being undertaken by various international scientific organizations. The goal is to encourage ISC members to collaborate and share best practices during this global pandemic. NASEM’s COVID Resource page is linked in this global resource. International Science Council Formed from Merger of ICSU and the ISSC*

The International Science Council (ISC) was formally established in July 2018 following the merger of the International Council for Science (ICSU) and the International Social Science Council (ISSC). An inaugural General Assembly of the new organization was held in Paris, France on July 3-5, 2018. The U.S. delegation consisted of John Hildebrand (chair), Robert Axelrod, Melody Brown Burkins, and Emilio Moran. Publication - ISC Unions Address Gender Equity

In July 2020, a number of the ISC unions, including many in which the NAS is engaged, formed the Standing Group for Gender Equality in Science to promote gender equality in science by supporting women and girls’ equal access to science education and fostering equal opportunity and treatment for females in their careers. Mark Cesa, the BISO Vice Chair, is a Deputy Representative on the committee through IUPAC. The Standing Committee will also help partners implement recommendations contained in the Gender Gap in Science Project report. BISO and many of the U.S. National Committees had actively promoted the three-year ISC-funded project, "Gender Gap in Science: A Global Approach to the Gender Gap in Mathematical, Computing, and Natural Sciences: How to Measure It, How to Reduce It?” The project consisted of three parts: a global survey, a study of publication patterns, and the identification of best practices. BISO hosted a webinar about the Gender Gap Project on September 1, 2020. A video recording of the event, “Measuring and Reducing the Gender Gap in the Mathematical, Computing, and Natural Sciences,” is linked below. Major findings in the project’s final report, released February 2020, include that "women's experiences in both educational and employment settings are consistently less positive than men's," that "women were over 14 times more likely than men to report being personally harassed," and that "the so-called 'productivity gap' is becoming narrower." Project partners included IMU, IUPAC, IUPAP, IAU, IUBS, UNESCO, and several other organizations. Event - ISC Global Forum of Funders

On April 26-28, 2021, the ISC held the second Global Forum of Funders. Like the first meeting held July 8-9, 2019, the invitation-only meeting brought together leaders of national research funding agencies, philanthropic foundations, and development aid agencies from around the world to build strategic partnerships that will increase and accelerate the impact of science and science funding on the achievement of the 2030 Agenda for Sustainable Development.The July 2019 meeting was hosted by BISO and the National Academies of Sciences, Engineering, and Medicine (NASEM). ISCs Science Action Plan*

The ISC’s Science Action Plan, 2019-2021, defines current areas of ISC focus and action. Members, including the NASEM, were consulted throughout the development process. The Science Action Plan focuses on four domains: the 2030 agenda for sustainable development; the digital revolution; science in policy and public discourse; and the evolution of science and science systems. In addition, the ISC will continue to defend the free and responsible practice of science, and to amplify impact through outreach and engagement. BISO commented extensively on the Science Action Plan as it was being drafted, and many of BISO’s suggestions were included in the final plan. The ISC action priorities reflect, overlap with, or complement those of the National Academies of Sciences, Engineering and Medicine (NASEM) and other international organizations with which it works closely, including the InterAcademy Partnership (IAP) and the International Institute for Applied Systems Analysis (IIASA). The common priorities are important because they not only demonstrate the importance of the issues to the global science community, but also provide numerous pathways for action and cooperation between the organizations Learn More About the Science Action Plan (https://council.science/actionplan)

U.S. Involvement in ISC Governance

The NAS is committed to effective U.S. participation in the ISC, and one way it achieves that is through encouraging and supporting U.S. scientists in significant leadership positions.
