The Transportation Research Board (TRB) staff, functioning as a secretariat, will identify up to 15 appropriate candidate peer reviewers in the categories indicated by the Maritime Administration (MARAD); recruit five to seven individuals selected by MARAD to participate as reviewers in their personal capacities; arrange for one face-to-face organizational meeting at the outset of the project for the reviewers to be briefed by MARAD on the activity and their expected role and to be briefed by MARAD’s contractors; distribute documents to the reviewers as they are provided by MARAD; assemble the individual written reviews as they are submitted by the reviewers to TRB staff; forward the reviews intact to MARAD; and arrange for a conference call or a final face-to-face meeting of the reviewers with MARAD for the reviewers to discuss among themselves and with MARAD their individual judgments about the report.
