On March 22 and March 23, 2022, the National Academies of Sciences, Engineering, and Medicine hosted a webinar on strengthening primary health care.

This webinar built on the National Academies consensus report, Implementing High-Quality Primary Care: Rebuilding the Foundation of Health Care. The report contains an implementation plan that includes recommended actions for the U.S. Department of Health and Human Services (HHS) and other stakeholders. To address the pressing health needs of today, and in response to the report, the Office of the Assistant Secretary for Health launched the Initiative to Strengthen Primary Health Care. The Initiative aims to develop a federal foundation for high-quality primary health care for all to improve health care access and outcomes, and advance health equity.

To support these and other aligned efforts underway across the nation, this public webinar featured presentations and discussions on successful models and innovations, implementation guidance, measurement, and partnerships.

Each webinar will present a moderated discussion on one of the authoring committee’s five implementation objectives to achieve high quality primary care in the United States.

The fifth and final webinar of the series, on Tuesday, June 29, 2021 at 11:00am ET, will explore the committee’s fifth objective to achieve high quality primary care in the United States: the accountability mechanisms and leadership needed to ensure that high-quality primary care is implemented in the United States. Members of the authoring committee of the report will join a panel of health policy, accountability, and leadership experts to discuss the report’s recommended actions on the topic, the barriers they may face, and potential facilitators to make them a reality.

Successfully implementing a plan to ensure that high-quality primary care is available to everyone requires assigning accountability. No federal agency currently has oversight of primary care, and no dedicated research funding is available. The current measures applied to primary care are not aligned with its purpose and function and fail to adequately assess its quality and ensure accountability. Clear and meaningful measures of care, ongoing research, and leadership from the federal government are all necessary to ensure that high-quality primary care is implemented in the United States. To address this, Implementing High-Quality Primary Care: Rebuilding the Foundation of Health Care recommends a set of actions to create unified leadership for primary care at the federal level and ensure accountability for achieving high-quality primary care for everyone in the United States.

Each webinar will present a moderated discussion on one of the authoring committee’s five implementation objectives to achieve high quality primary care in the United States.

The fourth webinar of the series, on Tuesday, June 22, 2021 at 11:00am ET,will examine the committee’s fourth objective to achieve high-quality primary care in the United States: design information technology that serves patients, their families, and the interprofessional primary care team. Members of the authoring committee of the report will join a panel of health information technology experts to discuss the report’s recommended actions on the topic, the barriers they may face, and potential facilitators to make them a reality.

Well-designed digital health tools should improve the care delivery experience of patients and primary care teams. For example, electronic health records should serve as the hub of patient information, make it easier for people to receive care, and seamlessly provide clinicians with the information they need to deliver the right care at the right time. However, vendor policies, inconsistent data storage and architecture, and limited mechanisms for efficient data transfer limit EHRs interoperability and the current dominance of the market by a few informatics vendors has locked clinicians and practices into existing systems and stifled innovation. These frustrations have made digital health tools a major source of professional dissatisfaction and clinician burnout. To address this, Implementing High-Quality Primary Care: Rebuilding the Foundation of Health Care recommends a set of actions to improve primary care’s digital health landscape.

The third webinar of the series, on Tuesday, June 15, 2021 at 11:00am ET,will examine the committee’s third objective to achieve high-quality primary care in the United States: train primary care teams where people live and work. Members of the authoring committee of the report will join a panel of primary care training and workforce experts to discuss the report’s recommended actions on the topic, the barriers they may face, and potential facilitators to make them a reality.

High-quality primary care is the foundation of a strong health care system and essential for improving the health of the population. However, the workforce pipeline is shrinking, with a growing proportion of clinicians opting to specialize in other health care fields. Nearly 20 percent of the U.S. population lives in a primary care Health Professional Shortage Area (HPSA). Preparing a workforce to deliver care in communities where it is most needed and that reflects the communities it serves will require new training models and incentives. To address this, Implementing High-Quality Primary Care: Rebuilding the Foundation of Health Care recommends a set of actions for attracting and training a demographically and professionally diverse primary care workforce.

The second webinar of the series, on Tuesday, June 8, 2021 at 11:00am ET,will examine the committee’s second objective to achieve high-quality primary care in the United States: ensure that high-quality primary care is available to every individual and family in every community Members of the report’s authoring committee will join a panel of primary care access and health equity experts to discuss the report’s recommended actions on the topic, the barriers they may face, and potential facilitators to make them a reality.

Primary care is only part of health care where an increased supply is associated with with improved population health and greater equity. However, nearly 20 percent of the U.S. population lives in a primary care Health Professional Shortage Area (HPSA). Access issues are particularly pronounced in rural areas and predominantly Black, brown, and indigenous neighborhoods in urban areas. Primary care workforce shortages such as these can be linked to reduced life expectancy. To address this, Implementing High-Quality Primary Care: Rebuilding the Foundation of Health Care recommends a set of actions for improving access to primary care and strengthening partnerships between primary care teams and the communities they serve.

The first webinar of the series on Tuesday, June 1, 2021 at 11:00am ET will examine the committee’s first objective to achieve high-quality primary care in the United States: pay primary care teams to care for people, not doctors to deliver services. Members of the report’s authoring committee will join a panel of primary care payment experts to discuss the report’s recommended actions on the topic, the barriers they may face, and potential facilitators to make them a reality.

High-quality primary care is the foundation of a strong health care system and is essential for improving the health of the population. However, U.S. investment in primary care is lags behind that of its OECD peers with only about 5 percent of health care expenditures going to primary care. Not only that, the share of total health care spending on primary care is decreasing in the majority of states. With this in mind, Implementing High-Quality Primary Care: Rebuilding the Foundation of Health Care recommends a set of actions for increasing investment in primary care and reorienting the method of payment in order to best support high-quality primary care.

Please join us for a webinar to learn about the new National Academies' report Implementing High-Quality Primary Care: Rebuilding the Foundation of Health Care on Tuesday, May 4, 2021 at 1:00pm ET.Members of the report authoring committee will discuss the report’s key messages and recommendations.

High-quality primary care is the foundation of a strong health care system and essential for improving the health of the population. However, 25 years after the Institute of Medicine published its report Primary Care: America’s Health in a New Era (1996), this foundation remains under-resourced. Today, only about 5 percent of health care expenditures go to primary care, its workforce pipeline is shrinking, and unequal access to primary care pervades. In light of this, with support from a coalition of sponsors, the National Academies of Sciences, Engineering and Medicine organized a committee to study the state of primary care today and to develop an implementation plan that builds upon the recommendations of the 1996 report and strengthens primary care services in the U.S., especially for underserved populations.

Members of the committee who wrote the report, Implementing High-Quality Primary Care: Rebuilding the Foundation of Health Care will give an overview of the key issues, conclusions, and recommendations.

The National Academies of Sciences, Engineering, and Medicine Committee on Implementing High-Quality Primary Care will be holding a webinar on Patient Perspectives on Primary Care, scheduled for June 2, 2020 from 11AM-1PM EST.

This committee will examine the current state of primary care in the United States and develop an implementation plan to build upon the recommendations from the 1996 IOM report, "Primary Care: America's Health in a New Era", to strengthen primary care services in the United States, especially for underserved populations, and to inform primary care systems around the world. To develop the implementation plan, the committee will consider successes and limitations of prior efforts to innovate in primary care, as well as the increasing demands and stresses on the primary care system, and will recommend ways to effectively scale and implement successful innovations and programs in U.S. health care settings.

Through the course of the study, the committee will meet several times. The webinar is one of the many processes that the committee will use to gather information and assemble evidence that members will examine and discuss in the course of making the committee’s findings, conclusions, and recommendations.

The National Academies of Sciences, Engineering, and Medicine Committee on Implementing High-Quality Primary Care will be holding a virtual public session on April 1, 2020 from 10:30AM-2:40PM ET.
This committee will examine the current state of primary care in the United States and develop an implementation plan to build upon the recommendations from the 1996 IOM report, "Primary Care: America's Health in a New Era", to strengthen primary care services in the United States, especially for underserved populations, and to inform primary care systems around the world. To develop the implementation plan, the committee will consider successes and limitations of prior efforts to innovate in primary care, as well as the increasing demands and stresses on the primary care system, and will recommend ways to effectively scale and implement successful innovations and programs in U.S. health care settings.
Through the course of the study, the committee will meet several times. The public session is one of the many processes that the committee will use to gather information and assemble evidence that members will examine and discuss in the course of making the committee’s findings, conclusions, and recommendations. The agenda for this public session is forthcoming.

The National Academies of Sciences, Engineering, and Medicine Committee on Implementing High-Quality Primary Care will be holding a public session on January 22, 2020 from 1PM-5:30PM ET, in Washington, DC.
This committee will examine the current state of primary care in the United States and develop an implementation plan to build upon the recommendations from the 1996 IOM report, "Primary Care: America's Health in a New Era", to strengthen primary care services in the United States, especially for underserved populations, and to inform primary care systems around the world.
