NCHRP Research Report 1159: Measuring Impacts and Performance of State DOT Resilience Efforts: A Guide was developed to concertedly pull together the process model as identified in the SIM, the Compendium of RPMs, and the RPM templates that provide a deeper dive into calculating prioritized measures. This guide has been structured in a step-by-step, practical, and a visually appealing manner demonstrating to practitioners how to select and develop RPMs for their agency as they incorporate resilience into standard agency practices. The way NCHRP Research Report 1159 is set up acknowledges that transportation agencies are at various stages of capability and development in their resilience initiatives. It attempts to be flexible, open, and provides guidance to help practitioners and agencies at various levels along the development and adoption pathways of adoption and implementation of resilience performance measures.
It does this by interweaving five call-out boxes that focus on overarching topics that span the performance management process. These call-out boxes include the four foundational components of the TPM framework (Organization & Culture, External Collaboration, Data Management, and Data Usability & Analysis) as well as an additional call-out box for Community Resilience. These call-outs highlight foundational and critical elements of effective performance management which apply the guide to real life examples or situations.
The introductory chapter provides a big-picture overview for the practitioner and the intended purpose for which it has been developed. Thereafter, it presents the SIM as a step-by-step model for incorporating RPMs into agency performance management processes. At this point, it also informs the reader that each chapter of the guide corresponds to one or more steps of the SIM, allowing practitioners to be guided from Step 1 to Step 9. Each subsequent chapter walks through the specific steps of the SIM, offering additional details and context for specific steps. This structure provides the most guidance in areas where practitioner’s need the most help - selecting measures, developing RPMs, and incorporating future projections – in response to stakeholder input and project panel concurrence. The practitioner is also guided to the seven templates appended to the guide for further examination of the RPMs and the SIM at various points along the guide.
