Appendix C

Crosswalk Between Statement of Task and Overarching Evaluation Questions

Table C-1 below provides a map connecting the themes and questions provided in the Statement of Task to the preliminary overarching evaluation questions presented in Chapter 3. As can be seen in the table, all of the questions that appear in the Statement of Task have one or more corresponding overarching evaluation questions or subquestions. It is also important to note that while there is very close alignment between the Statement of Task questions and the preliminary overarching evaluation questions, there are some differences in framing. This reflects the committee’s decision to align the evaluation questions with the preliminary logic model. Throughout the evaluation design process carried out by USGCRP and their consultant, the committee anticipates that these questions will continue to evolve as a more refined logic model is developed that reflects an updated understanding of the program and the priorities of the key evaluation users. There are several overarching evaluation questions or subquestions presented in this report that do not correspond to the questions in the Statement of Task. Specifically, the committee added question 5 (“How do the contextual factors described in the logic model influence how audiences feel, what they gain (e.g., cognition), what they do (e.g., behaviors), and how do they mediate the use of the NCA?”) and subquestion 5a (“How did the characteristics of the audience—including those who have been historically disenfranchised—affect the extent to which their informational and decision-making needs were met?”). This decision reflects the emphasis in the Statement of Task that the committee consider diversity, equity, inclusion, and justice (DEIJ) principles.

In addition, as described in Chapter 4, the committee finds that exploring the network of networks approach is critical to understanding the mechanisms through which the NCA and other USGCRP products are used. As such, the committee introduced evaluation question 6 (“How does the network of networks factor into use?”) This will illuminate the Statement of Task themes with regards to usefulness, decision making, and awareness/engagement. However, because the committee’s framing is specific to the network of networks concept, those questions are not presented in the table.
