The FFC Oversight will meet to discuss the transition of leadership, ongoing activity, develop ideas for new activity, and hear a presentation about a new sustainable infrastructure standard.

The sustainable standard is directly pertinent to federal agencies on the business case for a more robust M&R program. The new standard includes a provision for a life cycle cost analysis to inform the owner agency of the costs of the several alternatives under consideration for their project. This provision in the standard is included with other aspects that are evaluated such as community engagement, environmental effects, operational and embodied carbon emissions, etc.

A Golden Age for Infrastructure - ASCE 73 - Standard Practice for Sustainable Infrastructure

After five years of intense discussions, the American Society of Civil Engineers (ASCE) and a broad range of stakeholders representing consumers, general interest, regulatory, and producers -steel, concrete, and other industries focused on infrastructure, a transformational new performance standard emerged which can change the face of infrastructure in the 21st century. If widely deployed, this new standard for all types of infrastructure projects can propel us to a new golden age of infrastructure.
In the fall of 2023, ASCE – American Society of Civil Engineers released a new standard – “ASCE 73 – Standard Practice for Sustainable Infrastructure”. This standard may be used to develop and implement sustainable infrastructure solutions through the entire infrastructure lifecycle process. The standard requires leadership to encourage transformative development of the infrastructure solution from the earliest stages; consider and analyze all reasonable alternatives; and consider natural, no-construction, and constructed project solutions. The standard addresses owner, community, and stakeholder needs to balance the economic, environmental, and social impacts (positive and negative, quantifiable and nonquantifiable) throughout the life cycle of sustainable infrastructure solutions. The standard ensures a life-cycle cost to protect and professionally steward private and public funds.

Mr. Peter Van Emburgh, global lead of real estate at CBRE, will talk about technologies to measure actual space usage rather than relying on surrogates like badge-ins or logins. He will talk about the pros and cons of various technologies and categories of space measurement technology and present a case study of how CBRE deployed anonymous sensor technology across its entire real property portfolio in a cost-effective manner at scale and how they use the resulting data to make informed portfolio decisions.

Wellbuilt for Wellbeing

The Wellbuilt for Wellbeing research project measured indoor environments and human health and wellbeing using novel methods including wearable physiological sensors and real-time experience sampling surveys. Our panelists will discuss a broad range of findings from the project and address the importance of considering individualized needs by understanding the ways personality, office design, and ambient conditions influence the happiness, focus, and wellbeing of people working in commercial office buildings. It will provide helpful, data-based perspectives informing commercial office design and generate a robust discussion on how to create workspaces that better fit individualized needs. As organizations grapple with workplace re-entry, there is a tremendous opportunity to capture this data to enhance post-COVID workplace ecosystems. The Wellbuilt for Wellbeing project was led by the University of Arizona and sponsored by the U.S. General Services Administration. It observed more than 200 individuals in a real-world study conducted at four federal buildings across the U.S.

The FFC Real Property Committee will host a panel to discuss and take questions on the evolving utilization of federal facilities in light of COVID and increased telework. The panelists will be:

Keith Cunningham, Assistant Director, Government Accountability Office (GAO), federal real property management and telecommunications;
Andrew Heller, Deputy Commissioner for Enterprise Strategy, U.S. General Services Administration (GSA), Public Buildings Service;
Dorothy Robyn, Senior Fellow, Boston University, and member, Board on Infrastructure and the Constructed Environment; and
David Haun, President, Haun Consulting, and member, Board on Infrastructure and the Constructed Environment.

Keith Cunningham will discuss the recent GAO report Preliminary Results Show Federal Buildings Remain Underutilized Due to Longstanding Challenges and Increased Telework (GAO-23-106200). Andrew Heller will discuss how the GSA is addressing the change in the facilities landscape. Dorothy Robyn and David Haun will give their perspectives on the situation based on their experience and expertise.

Each panelist will give an approximately 10-minute opening talk, followed by a Q&A and discussion. The panelists will all be at the meeting in person and we encourage in-person attendance to get the most out of the interactions. This meeting will not be recorded and will be restricted to federal employees to allow for the fullest possible discussion.

The pandemic brought ventilation and air quality into the public mind more than ever before. As the national emergency for COVID 19 ends, the panel will discuss how GSA and other federal agencies are trying to provide cleaner, healthier indoor air through the Clean Air in Buildings Challenge. Panelists will review opportunities to improve air quality and ventilation in existing buildings, ASHRAE's new Standard 241 for Control of Infectious Aerosols in Buildings, and tools available from PNNL to evaluate the indoor environment in your building. The session will feature short breakout sessions for participants to engage in discussions on the topics presented. To participate in this discussion, please register for this event.

Lighting design for buildings has mainly focused on visual performance, but lighting also contributes to maintaining a healthy workplace environment. If building lighting is unable to synchronize internal biological clocks with the external light-dark cycle, workers will experience disrupted sleep patterns, leading to poor performance and health.

The National Academies invites you to join us in person or online for a discussion on circadian lighting as part of our ongoing “GSA's Buildings and Health Research Program - A Federal Facilities Council Webinar Series” series on Tuesday, June 27, 2023. During the discussion, speakers from GSA will describe the importance of electric lighting and daylighting in buildings for regulating the timing of our biological clock. Speakers will also discuss GSA’s circadian-effective lighting research and its implications for the design community, including guidance on how to implement best practices.

Audience takeaways will include best practices and tips to transfer to any daytime workplace, whether in a formal office setting or home.

Major points to cover:

Scientific evidence of the beneficial effects of lighting on sleep
Importance of light reaching the eyes instead of the desk surface
Circadian-effective lighting does not mean more glare or higher lighting power densities
This is not just an academic exercise; field studies sponsored by GSA (and others) show the power of bright days and dark nights.
Value-engineering of lighting at the end of buildings construction can ultimately cost more in terms of occupant productivity and health.
