In order to effectively communicate issues of nuclear safety and security between the United States and China, a deep understanding of terms used is necessary. A committee comprised of scientists from both countries met to create and publish a glossary of nuclear security terms, of about 1,000 terms. Follow-on activities included reviews of impact and addition of a small number of terms. This joint effort led to a government-to-government effort, The P5 Glossary of Key Nuclear Terms https://2009-2017.state.gov/documents/organization/243293.pdf, delivered by the governments of the USA, China, France, Russia, and the UK to the 2015 Nuclear Nonproliferation Treaty Review Conference.
