International Multilateral Partnerships for Resilient Education and Science System in Ukraine (IMPRESS-U)
The National Science Foundation (NSF) announces International Multilateral Partnerships for Resilient Education and Science System in Ukraine (IMPRESS-U), a new collaboration with the following partners:
- Estonia: Estonian Research Council (ETAG),
- Latvia: Latvian Council of Science (LCS),
- Lithuania: Research Council of Lithuania (LMT),
- Poland: National Science Centre (NCN) and Polish National Agency for Academic Exchange (NAWA),
- Ukraine: National Research Foundation of Ukraine (NRFU),
- USA: National Academy of Sciences (NAS),
- USA: Office of Naval Research Global (ONRG).

Scope of Research
Any field of science, engineering, and education supported by NSF is eligible.
Anticipated Number of Awards
NSF expects to make 10-15 collaborative international awards subject to availability of funds and quality of proposals. Proposals must involve researchers from the U.S., Ukraine, and at least one other partner country listed in the DCL.
Role of National Academy of Sciences (NAS)
Researchers affiliated exclusively with Ukrainian institutions may be supported by private donors and foundations through the U.S. NAS in accordance with National Research Foundation of Ukraine (NRFU) eligibility rules. Ukrainian researchers, who are part of a collaborative team applying for NSF grants within the IMPRESS-U initiative, are eligible to request funding. Upon receipt, the application will be analyzed by NAS and NRFU to determine eligibility and reviewed as part of the larger proposal by NSF.
Eligible costs for Ukrainian participants of IMPRESS-U Initiative
Funding is limited to $50,000 per year per project with a total maximum of $100,000 over two years per project. The following are allowable/eligible costs:
1. Direct costs:

- labor remuneration (salary);
- accruals for labor remuneration (salary);
- materials required for the research implementation;
- minor research equipment (the Initiative is not intended to purchase major research equipment or make significant developments of major research infrastructure of institutions in Ukraine); and
- business trip expenses.

2. Indirect costs: The total sum of indirect costs (costs that are not directly related to the research implementation but are necessary to ensure the full implementation of the project) cannot exceed 15% of the total cost of ‘Direct costs’.
3. Expenses for all cost items must be justified.
Budget requests of two years should be submitted by Ukrainian teams and must be sent to the US PI to be included in the collaborative application package as a supplementary document submitted to NSF.
The same budget submitted as part of the collaborative package must be emailed to NAS at seed@nas.edu as part of the application of a Ukrainian team
Recognizing that there is an active war in Ukraine, and the situation is largely uncertain, it is envisioned that only first year budgets will be released to the team, possibly in increments. After the first year is complete and the annual report is approved, Ukrainian teams will have an option to revise their budgets for the second year depending on research performance and needs. The budget may be increased or reduced depending on the team’s performance during the prior research period and current or planned composition of the research team.
NAS intends to support Ukrainian researchers with approximately 10-15 awards in concert with NSF. It is expected that the proposed budgets of the Ukrainian research teams will be submitted to NAS and reflect the research plans and compositions of Ukrainian research teams at the time of submission.
