Recent signs of China’s growing influence in the shaping of international standards – particularly on 5G standards development, which could have global implications for the future of internet governance – have policymakers concerned about the long-term impacts these bodies have on technology development, competitiveness, and foreign policy. What is the United States doing to commit to and support sustained engagement within these bodies? In which technology areas does the United States still maintain significant influence, and where is it falling behind?
