The Federal Demonstration Partnership (FDP) is a longstanding partnership between the federal funding agencies and research institutions that works to reduce the administrative burdens associated with research grants and contracts. Its role is to examine, improve, and streamline the administrative processes involved in the competitive appointment, allocation, and management of federal funds that support research activities at institutions of higher education throughout the United States. Two hundred and seventeen member institutions and ten federal agencies participate as active members in the FDP Phase VI. The National Academies serve as secretariat for the FDP; the partnership operates with relative autonomy.

Description

The Federal Demonstration Partnership (FDP) is a cooperative initiative among 10 federal agencies (NIH, NSF, EPA, NASA, USDA, DHS, ONR, AFOSR, ARO, AMRMC) and institutional recipients of federal funds (217 academic research institutions in this current Phase VII, including 26 Emerging Research Institutions with less than $50 million per year in R&D expenditures). Its purpose is to increase research productivity by streamlining the administrative process for research while maintaining effective stewardship of and full accountability for federal funds. More specifically, the goal is to maximize research performance per federal dollar by minimizing the monetary and time burdens associated with the administrative aspects of federally-sponsored research. Through the interaction among the FDP's 700 plus participants, the organization is designed to:

  • Exchange thoughts, ideas, and feedback on current and proposed research administration policies and processes.
  • Reduce administrative burdens associated with federal research grants and contracts.
  • Identify potential improvements and initiatives and demonstrate possible solutions.
