Horizon Scanning and Emerging Technology for Department of War Standing Committee
This standing committee will explore the implications of global basic and applied research in the era of strategic competition, identify areas where opportunities for Five Eye alliance nation cooperative research may exist to avoid technological surprise, and inform U.S. efforts to develop standards for comparison and comparative analysis of research capabilities of foreign nations and the private sector in relation to U.S. research capabilities.

Description
The National Academies of Sciences, Engineering, and Medicine will establish a standing committee to facilitate horizon scanning for basic research and engineering for the Department of War, to inform the analysis of the Global Research Watch program (10 U.S. Code § 4066).
The standing committee will convene leaders and experts from government, industry, and academia across a wide array of disciplines to monitor research capabilities and opportunities, both international and domestic. The committee will meet periodically to plan, organize, and host quarterly unclassified events focused on the following aspects of critical technology areas of military interest:
• Available data and analyses on emerging research areas;
• Important directions and capabilities, as identified by technical experts and data analysis; and
• Opportunities for research and policies to foster scientific and engineering progress and innovation.
The standing committee will also be available as individuals or in small groups for informal consultation with OUSW(R&E) and other DoW officials on relevant aspects of these horizon scanning and analysis activities.
Independent data analysis exploring trends across key metrics (e.g., patents, employment, publications) may be commissioned if they are not readily available through existing horizon scanning efforts.
Classified meetings may be planned in conjunction with the unclassified events to further discuss military mission requirements and potential investments.
