Improving Command Climate, Unit Cohesion, and Warfighter Readiness

An expert committee appointed by the National Academies will produce a report that will provide leaders within the military with evidence-based guidance on how to implement the appropriate tools, resources, and policies to ensure a positive organizational climate and command environment.

Description

The National Academies of Sciences, Engineering, and Medicine will appoint an independent, expert committee to conduct a consensus study that examines the relationship between leadership, command environment, and operational readiness, and produce actionable tools that military and unit leaders can use to promote positive command environments.

The committee will issue a consensus study report that includes the following:
1.) A thorough review of existing research on the characteristics of leaders and command environments most associated with operational readiness.
2.) An evaluation of current methods and innovative approaches used by the military to assess and improve command environments, unit performance, and operational readiness, including a focused examination of command climate-related programs currently implemented across the Services to identify promising practices and opportunities for enhanced impact.
3.) Development of actionable insights and recommendations to strengthen leadership strategies that create a unified and professional command environment in support of operational readiness.
4.) Production of knowledge products containing these actionable insights and recommendations.

This effort will produce actionable findings and recommendations that provide clear, tangible insights for military leaders and policymakers, enabling them to implement targeted reforms that strengthen unit cohesion, esprit de corps, and ultimately, operational effectiveness. Knowledge products developed from the committee's findings and recommendations may include infographics, interactive webpages, case studies, and one-page quick guides tailored to different audiences (e.g. military leadership, policymakers, and Service members). Some of these materials will be produced as part of this consensus effort and others may be authorized under separate task orders to further the reach of the actionable guidance to military leaders.
