The National Academies of Sciences, Engineering, and Medicine Forum on Cyber Resilience convened a workshop motivated by a July 16, 2020, decision of the Court of Justice of the European Union (CJEU) concerning data flows between Europe and the United States. The decision is of interest from a cyber resilience perspective not only because of its potential to limit services that rely on flows of personal data from the European Union to the United States but also because it is a fresh reminder of broader global data sovereignty trends. Symposium speakers reviewed the CJEU decision, provided perspectives on its policy context and implications, discussed historical antecedents and broader issues surrounding digital trade, and considered the technology and cybersecurity implications of this and other data localization regulations.
