Federal Facilities Council

The FFC is a cooperative association of federal agencies with the mission of identifying and advancing technologies, processes and management practices that improve the management, operations and evaluation of federal facilities throughout life cycle. It was established in 1953 and is sponsored by 24+ federal agencies.

Description

The Federal Facilities Council (FFC) was established in 1953 as the Federal Construction Council. It operates under the auspices of the Board on Infrastructure and the Constructed Environment (BICE) of the National Research Council. The FFC's mission is to identify and advance technologies, processes, and management practices that improve the performance of federal facilities over their entire life-cycle, from planning to disposal. To achieve its mission, the FFC:

  • develops and disseminates facilities-related information through networking, conferences, workshops, and studies;
  • provides a forum to identify government-wide issues regarding facility planning, design, construction, operation, maintenance, and management;
  • convenes standing committee meetings to promote networking and information sharing among sponsor agencies;
  • deploys its findings through its reports published by the National Academies Press.

The FFC executes much of the work through the support of five standing committees:

  • Workforce and Organizational Performance - Addresses processes and practices for developing and retaining a workforce with the core competencies, knowledge, skills, and abilities required to effectively manage federal facilities portfolios now and in the future.
    • Chair: Ms. Judie Cooper, Smithsonian Institute
  • Cyber and Physical Security and Hazard Mitigation - Addresses issues, means, and methods to effectively protect federal facilities and the people using them from multiple hazards, both natural and manmade.
    • Chair: Mr. Michael Grizer, U.S. Army Corps of Engineers
  • Real Property Inventory, Planning, and Transactional Real Estate - Addresses technical, administrative, and financial issues associated with on data capturing, accounting, and reporting of federal real property, and the transactional, financial, and auditing aspects of real property
    • Chair: Mr. Charles Faller, III, Department of Homeland Security
  • Sustainable Operations & Maintenance - Addresses technical, administrative, sustainability, and policy issues associated with the operation, maintenance, and repair of federal facilities.
    • Chair: Mr. Adam Pugh, Department of Energy
  • Sustainable Design & Construction - Addresses technical, administrative and policy issues associated with acquiring, planning, designing, and constructing federal facilities that are physically, socially, economically, and environmentally sustainable.
