An ad hoc workshop steering committee will work with the Indian National Science Academy (INSA) to convene a series of small, focused meetings among experts at key locations in India to address challenges in biological safety and biological risk management associated with high-containment biological laboratories. Concentrating on challenges and opportunities identified in the 2014 and 2016 workshops convened by the Academies, the CISAC committee and INSA will identify experts to discuss and promote best practices in laboratory leadership, management, and training; share approaches to regulatory frameworks that promote excellence in safety and risk management even as they enable excellent science and clinical practices; and explore ways to strengthen disease surveillance and cooperative analysis, including sample transfers. The specific topics will be agreed between INSA and the CISAC committee, with input from the State Department’s Biosecurity Engagement Program. The project will involve two sets of events in India, with U.S. travelers visiting perhaps three Indian centers for the study of infectious disease in each set. Experts at each meeting will also be asked to identify opportunities for promoting biorisk management and for future cooperation on these topics. A rapporteur-authored meeting in brief will be issued for each meeting.
