Recent research has shown a clear relationship between the climate crisis and human well-being. Beyond the effects of increasingly frequent and severe extreme weather and climate disasters, the U.S. Global Change Research Program’s 2016 Climate and Health Assessment connects the impacts of climate change to changes in air quality, water-related illness, and food safety, nutrition, and distribution. Health impacts of climate will not be felt evenly around the world – as the report notes, “health hazards related to climate change affects different people and different communities to different degrees.” But the interconnectedness of human and natural systems makes isolating climate-related insecurity and instability in certain areas of the world impracticable. The Biden administration has promised an environmental justice approach to protecting public health and the environment and building resilience to climate change. How can the federal government work with universities and industry to protect human well-being in the face of climate change?

During this meeting GUIRR members and guests considered the importance of advancing research solutions and partnership to address climate equity.

GUIRR Meeting: The Social Cost of Carbon and the Developing Carbon Market

In late March 2021 the Biden administration revised the social cost of carbon to $51 per ton, up from about $1 per ton under Trump administration estimates. The new estimate is based on the determination framework laid out in the 2017 report by the National Academies on estimating the social cost of carbon, which incorporates projections of scientific and socioeconomic trends to value the net damages from climate change created by a 1-ton increase in CO2 emissions. Some climate economists believe the framework should be adapted to further reflect the disproportionate impacts of climate on vulnerable communities. To what extent does the social cost of carbon affect regulation and innovation? How are the social cost of carbon and the growth of voluntary carbon markets viewed by institutions across the research enterprise? What are the properties of a successful carbon market? What other economic policy measures might be used to drive corporate emission reduction commitments?

During this meeting, GUIRR members and guests heard presentations on the impact of the social cost of carbon on regulation and innovation, and on the preceptions and realities of carbon markets in the U.S. and globally.

GUIRR Meeting: Negative Emissions Technologies for Decarbonization

To feasibly decarbonize the economy, emission reduction will need to be complemented with negative emissions technologies (NETs) that sequester carbon from the atmosphere. NETs vary in cost and deployment readiness – a 2019 National Academies study considered costs and potential rates of CO2 removal for several NETs, including nature-based solutions like forest management and blue carbon, and enhanced natural processes like agriculture practices that prioritize enhancing soil carbon storage. Barriers to scale-up and adoption of NETs remain.

During this meeting, GUIRR members and guests discussed how new and ongoing interdisciplinary and cross-sector collaboration may improve the opportunities for NET research, development, and deployment.

Transitioning to a significantly less carbon-intense energy system is necessary for the United States to achieve net-zero emissions by mid-century – a goal many believe is essential to keep global temperatures from rising by no more than 1.5°C. Recent growth in clean energy markets has been driven by investment in technology innovation and policies at the state and federal level to support production, investment, and deployment of renewable energy technologies. The Energy Information Administration projects continued growth of the share of renewable energy sources in the U.S. electricity mix, from 21 percent in 2020 to 42 percent in 2050.

But more fundamental and comprehensive innovation and policy action is needed to support the transition, to gain a competitive advantage in global clean energy markets, and to ensure that the benefits of the transition are equitably distributed throughout the U.S. economy. During this meeting, members and guests of the Government-University-Industry Research Roundtable considered how leaders across the research enterprise are prioritizing action on clean energy innovation and policy. How can better G-U-I collaboration be facilitated and incentivized at the federal level? What recent state actions might model new approaches to clean energy development and deployment? What models for public-private partnerships might accelerate this transition?

Shortly after his inauguration, President Biden affirmed his administration’s commitment to guiding federal policies with the “best science … protected by processes that ensure the integrity of Federal decision-making.” The United States has long been a leading contributor to international climate research, observation, and assessment. This leadership depends on a commitment to scientific integrity and dedicated investment in the infrastructure to reliably measure, monitor, and model the impacts of climate change on natural and human systems. What is the state of this infrastructure – including research facilities, instrumentation, data, and human capital – and how can public-private partnership and other collaborations support its continuity and improvement?

During this meeting, GUIRR members and guests discussed cross agency and cross-sector collaborations to support and improve climate science and innovation.
