Innovation is a major contributor to national security, productivity, competitiveness, and economic growth. Recent legislation and policies, most notably the CHIPS + Science Act of 2022, provide significant support to transform the science and research enterprise, with a focus on strengthening commercialization ecosystems and providing opportunities for historically underserved students and communities to be engaged in science, technology, engineering, and mathematics.

On June 13-14, 2023, the Government-University-Research Roundtable of the National Academies of Sciences, Engineering, and Medicine held a workshop to consider the axioms of innovation - the underpinning norms, conditions, and culture of innovation environments in the United States and globally. Participants discussed new trends in the theory and practice of innovation, as well as innovation-fostering partnerships and collaboration across sectors and disciplines. This publication summarizes the presentations and discussion of the workshop.

Bindu Nair

Bindu Nair is the Deputy Director for Basic Research within the Office of the Secretary of Defense (OSD). In this role, she is responsible for oversight and coordination of the Department’s $2.2 billion investment in basic science. She previously served as the Deputy Director of OSD’s Human Performance, Training and Biosystems Directorate. Prior to OSD, Dr. Nair worked for the Department of the Army with oversight responsibilities over the science and technology program in power and energy. She has worked in the DoD laboratory system at Natick Soldier Research, Development and Engineering Center as well as in private industry at Foster Miller. Her research expertise is in the field of Material Science and Engineering including nanomaterials, polymers, and organic electronic materials. She has published primarily in membrane and materials development fields and holds patents in fuel cell technologies. Dr. Nair holds a B.Sc from the University of Florida and a Ph.D. from the Massachusetts Institute of Technology in Materials Science and Engineering.

Dashun Wang

Dashun Wang is a Professor of Management and Organizations at the Kellogg School of Management, and the McCormick School of Engineering, at Northwestern University. At Kellogg, he is the Founding Director of the Center for Science of Science and Innovation (CSSI). He is also a core faculty at the Northwestern Institute on Complex Systems (NICO). Dashun is a recipient of multiple awards for his research and teaching, including the AFOSR Young Investigator award, Poets & Quants Best 40 Under 40 Professors, Junior Scientific Award from the Complex Systems Society, the Erdos-Renyi Prize, Thinkers50 Radar 2021, and more.
At CSSI, Prof. Dashun Wang leads a group of highly interdisciplinary researchers who are extremely passionate about data. His current research focus is on Science of Science, a quest to turn the scientific methods and curiosities upon ourselves, hoping to use and develop tools from complexity sciences and artificial intelligence to broadly explore the opportunities and promises offered by the recent data explosion in science. His research has been published in such general audience journals as Nature, Science, PNAS, Nature Human Behaviour, Nature Physics, Nature Reviews Physics, Nature Machine Intelligence, Nature Communications, and more. It has been featured in virtually all major global media outlets, including The New York Times, Wall Street Journal, The Economist, Bloomberg, Financial Times, The Today Show, Harvard Business Review, The Atlantic, World Economic Forum, Forbes, The Guardian, The Washington Post, and The Boston Globe, among others.
