For decades, state departments of transportation (DOTs) and metropolitan planning organizations (MPOs) have developed federally required long-range transportation and capital investment plans to address future needs. While these plans have accounted for trends and some uncertainty, agencies now face new and compounding uncertainties that are difficult to predict or fully understand. With limited tools to address uncertainty, research was needed to identify where flexibility exists in current processes and how state DOTs and MPOs can better consider uncertainty.
