Advanced materials and processing capabilities - including those involving strategic and critical materials - are essential for maturing and developing new technologies that enhance U.S. warfighter capabilities. Strengthening domestic material production and accelerating the transition of technologies into military and dual-use applications are critical to ensure reliable access to materials, improve national defense, and support economic prosperity.

This issue paper explores how the U.S. Army, the U.S. Navy, and the U.S. Air Force can support mid-scale manufacturing to provide production capabilities that are not achievable in either laboratory or full-scale production. The paper discusses the technical and operational, economic, and policy challenges of implementing mid-scale manufacturing and identifies opportunities to advance facilities and technical capabilities, improve data collection and management, expand financing options, build a skilled workforce, and adopt dual-use strategies.
