Army Research Laboratory Technical Assessment Board
The Army Research Laboratory (ARL) Technical Assessment Board provided independent, annual peer evaluations of the scientific and technical quality of ARL’s research and development. Established in 1995 at the Army’s request, the Board ensured that ARL’s work remained cutting-edge and aligned with evolving defense priorities. Through six specialized panels—covering areas from communications and sensors to vehicle and soldier technologies—the Board offered findings and recommendations that helped sustain ARL’s excellence in innovation and scientific rigor.

Statement of Task
The Army Research Laboratory (ARL) Technical Assessment Board is a standing board that will: * Provide annual assessments of the scientific and technical quality of the Army Research Laboratory. These assessments will include findings and recommendations related to the quality and appropriateness of R&D for each of ARL's technical business areas (see below). The role of the board is to provide peer assessments of the quality of the scientific and engineering research and development at ARL, not to offer programmatic advice.* Respond to specific laboratory-wide issues identified by the ARL director at the beginning of an assessment cycle.* Determine annually in consultation with ARL leadership the scope and composition of its panels, to ensure that they remain congruent with changing ARL missions and emphases. The Board will be assisted by six panels to review the programs in each of ARL's technical business areas: digitization/communications science; armor/armaments; soldier system; air and ground vehicle technology; sensors and electron devices; and survivability/lethality analysis. The Board was established at the request of, and is sponsored by, the Army Research Laboratory. The Board was established in October 1995.The project is sponsored by The Department of the Army.Assessment reports will be issued over the duration of the project.Note: For prior assessment activities and reports of the Board, please see the project record with PIN# ARLT-L-02-90-A.The final report of the Board, 2005-2006 Assessment of the Army Research Laboratory, has been released and is available on the National Academies website at http://www.nap.edu/catalog.php?record_id=12047
