Philanthropy plays a vital role in advancing the U.S. research enterprise by funding cutting-edge innovation, infrastructure, and talent development. However, universities and research institutions often encounter challenges when engaging with philanthropic organizations, including aligning priorities, understanding different operating models, and establishing long-term, mission-aligned partnerships.

This half-day event will bring together leaders from universities, philanthropic foundations, and industry to explore best practices, ongoing challenges, and promising opportunities in building stronger, more sustainable partnerships. A key outcome will be the identification of principles and practices that support more effective engagement between research institutions and philanthropic funders.

The U.S. scientific enterprise has produced significant advances in technologies and medicines that have underpinned the nation’s health, security, safety, and prosperity. However, there is increasing concern that science and technology progress is being hampered by policies and regulations that are excessive, uncoordinated, duplicative, or inconsistent. While regulations are necessary to ensure research is conducted with the highest ethical standards and in the public interest, the current size and complexity of the regulatory environment is hindering research productivity and increasing costs on research institutions without proportionate benefit.

This National Academies' report, Simplifying Research Regulations and Policies: Optimizing American Science, presents options for federal actions to improve regulatory efficiency affecting researchers and their institutions. The options presented aim to improve regulatory administrative processes and modify or eliminate policies and regulations that have outlived their purpose while maintaining necessary and appropriate integrity, accountability, and oversight.

Day 3: The committee visited a US Coast Guard, 270’ medium endurance cutter in Portsmouth, VA. In discussion with the vessel’s Executive Officer and the region’s Sexual Assault Response Coordinator, the committee learned about topics like vessel operations and processes for responding to sexual assault. The committee saw parts of the vessel’s interior, including the galley and sickbay. A second site visit to a vessel in Alameda, CA will occur in conjunction with the committee’s fourth meeting.

The congressionally mandated Committee on Sexual Assault at Sea held a public information gathering session: Sexual assault prevention and response: Insights from existing models.

This report examines the impact of school active shooter drills and other security measures on the mental, emotional, and behavioral well-being of K–12 students and staff. It outlines best practices and recommends actions to better protect and support the well-being of school-aged children and adolescents. The report also proposes a research agenda to strengthen the evidence base for policies and practices that not only prepare students and staff for emergencies but also promote their long-term well-being.
