Offshore Situation Room: Enhancing Resilience to Offshore Oil Disasters in the Gulf of Mexico

The Deepwater Horizon catastrophe and resulting oil spill ranks as one of the worst environmental disasters in U.S. history. Much has been learned to date about preventing, responding to, and recovering from an offshore oil disaster, but just how far have we come? The Offshore Situation Room (OSR) began to document, through innovative game play, the current levels of understanding, and in doing so, identified gaps, and set forth a new agenda to reduce the impacts of offshore oil disasters on the environment, human health, and community resilience.

OSR took place virtually over three half-days from June 15-17, 2021.

Description

In Summer 2021, the Gulf Research Program (GRP) will host a virtual event to explore current offshore preparedness, response, and recovery capabilities through interactive gaming-scenarios. The GRP will invite 60-90 experts to participate, including representatives from federal, state, and local government agencies; academia; nongovernmental organizations; industry; and other stakeholders.

Specifically, the Offshore Situation Room will:

  • Develop a concise, prioritized list of questions that need to be addressed to support successful prevention, response, and recovery that would minimize the impacts of an offshore oil disaster.
  • Provide a collaborative atmosphere where participants can share ideas, capabilities, and information, and build a community dedicated to the successful prevention of, response to, and recovery from an offshore oil spill disaster.
  • Explore capabilities and impediments to prevention, response, recovery, and understanding impacts of an offshore oil disaster in the Gulf of Mexico.
  • Highlight how changes in policy, response, resilience, and restoration efforts may affect outcomes of a major offshore incident.

The GRP has appointed a committee to plan the event. Admiral Thad Allen serves as a senior advisor for the Offshore Situation Room.
