The National Academies of Sciences, Engineering, and Medicine Committee on the Review of Capabilities for Detection, Verification, and Monitoring of Nuclear Weapons and Fissile Material will release and brief its report, Nuclear Proliferation and Arms Control Monitoring, Detection, and Verification: A National Security Priority (Interim report) on Monday, April 19th. Jill Hruby, Sandia National Laboratories, retired, committee chair, and Corey Hinderstein, Nuclear Threat Initiative, committee vice chair, will present findings and recommendations from the report and take and answer audience questions during a public briefing (over Zoom) from 2:00 – 3:00 PM EDT on April 19th. The report will be available to view and download on April 19th.

Nuclear Proliferation and Arms Control Monitoring, Detection, and Verification: A National Security Priority (Interim Report) is a National Academies consensus study produced in response to the Congressional mandate (Sec. 3136 of the National Defense Authorization Act for Fiscal Year 2020). The report assesses U.S. capabilities for monitoring, detection, and verification (MDV) of nuclear weapons and fissile material and identifies opportunities for improvement, reviewing the current national research enterprise, as well as the integration of roles, responsibilities, and planning for such missions within the federal government. The report presents findings and recommendations related to the governance of the MDV enterprise as well as technical MDV capabilities and research and development efforts with a focus in particular on monitoring, detection, and verification applied to the nuclear fuel cycle, nuclear test explosions, and nuclear arms control. The determination in the preceding paragraph is based on: (1) the e-mail from Benjamin Rusek, Senior Program Officer, CISAC, dated August 20, 2020; and (2) the letter dated August 18, 2020 from David LaGraffe, Associate Assistant Deputy Administrator, Defense Nuclear Nonproliferation R&D, NNSA, which confirms that presentations and discussions during the referenced data gathering session will expose committee members to information about monitoring and detection of nuclear proliferation, which is exempt from public release under Exemption 3 of FOIA, 5 USC 552(b)(3) (Export Controlled Information).
