The committee’s report analyzes changes in lightship weight on passenger and freight vessels and conducts a review of the effectiveness of U.S. regulations and guidance about intact and damage stability standards. Based on its Phase 1 report, the committee reviews USCG policy documents following its previously recommended criteria and proposes a methodology that could be used to prioritize its previously suggested candidate updates and changes.
