CSAT GPRA Reporting Tool

Center for Substance Abuse Treatment (CSAT) grantees must comply with the Government Performance and Results Act (GPRA) of 1993, as well as the GPRA Modernization Act of 2010. This includes mandatory reporting on grantee progress using a standardized tool. The CSAT GPRA tool includes questions at the client level selected from other widely used data-collection instruments (e.g., the Addiction Severity Index and the McKinney Homeless Program reporting system). Outcome measures include substance use, criminal activity, mental and physical health, family and living conditions, education/employment status, and social connectedness. Grantee staff must collect data on all clients using this tool, though grantees may also use other data-collection instruments as well. Grantees must use this tool at intake/baseline, 6 months later, and at client discharge. Grantees in both the State Pilot Grant Program for Treatment for Pregnant and Postpartum Women and Building Communities of Recovery programs are expected to achieve an 80 percent follow-up rate at 6 months. In summary, the CSAT GPRA tool aims to measure the following:

Services planned and actually delivered (e.g., screening, case management, infectious disease counseling, employment coaching, other medical care, relapse prevention, education services, peer coaching, methadone, recovery support)
Past 30-day use and amount used of prescription drugs, alcohol, tobacco, injection dugs, and illicit drugs
Past 30-day living situation (e.g., shelter, outdoors, jail, hospital, nursing home, house); satisfaction with living situation
Past 30-day stress, emotional problems, or neglect of important activities due to alcohol/drug use
Current employment or enrollment in school or job training program (e.g., not working/enrolled, part time, full time, part time, actively seeking employment/enrollment)
Past 30-day arrests, arrests for drug-related offenses, nights spent in jail or prison, or crimes committed
Rating of overall current health at the present time and satisfaction with health
Number of unprotected sexual contacts and number of such contacts with people with HIV/AIDS, who inject drugs, or who are high on some substance
Past 30-day experiences (not due to alcohol/drugs) of depression, anxiety, difficulty concentrating, hallucinations, suicide attempts, trouble controlling violent behavior, and prescriptions for psychological/emotional problems
Past 30-day participation in self-help groups, religious groups, other recovery groups, or interactions with family/friends supportive of recovery
Who to turn to when having trouble and satisfaction with current personal relationships

CSAP Division of State Programs Management Reporting Tool

The Division of State Programs Management Reporting Tool (DSP-MRT) captures information about grantees’ work plans and implementation. Its Question-by-Question Instruction Guide provides guidance for successfully completing it. In summary, the DSP-MRT aims to report on the following items.

Needs Assessment Statement: Assessment involves the systematic gathering and examination of data about alcohol and drug problems, related conditions, and consequences in the community, including barriers to assessing needs.
Capacity Assessment: This is a statement about the various types and levels of resources available to establish and maintain a community overdose prevention system. This includes membership/partners in activities, advisory council membership, funding and other resources, technical and training assistance, and barriers related to capacity.
Planning Assessment: This is a statement about the logical, sequential steps designed to produce specific results, including barriers experienced while planning the grantee activities.
Behavioral Health Disparities: This is an impact statement of efforts and activities that a grantee’s state, tribe, or jurisdiction has undertaken in the project to address disparities related to the risks, prevalence, and outcomes of substance use disorder. It must include a description of the populations, how the grantee’s activities focus on those populations, and how the grantee’s activities improve access to prevention efforts, increase uptake in prevention efforts, improve outcomes, and address challenges/barriers.
Implementation Plan: This is a work plan about how the grantee aims to implement their various activities. Specifically, it must address promising approaches and innovations in high-need communities, background information about state-level policies related to naloxone and similar drugs (e.g., ease of access, Good Samaritan laws, high-need community policies), naloxone education and other opioid-related trainings, naloxone distribution (e.g., costs, number of kits distributed), how naloxone is to be distributed by partnering organizations, any other interventions the grantee aims to implement, and a description of accomplishments achieved (e.g., new partnerships, more efficient distribution systems, policy change, new evidence on effectiveness of interventions) and barriers the program has faced.
Evaluation: This is a work plan on how grantees will conduct, analyze, report, and use the outcomes of the grant money. Grantees must issue a plan and a report, including any accomplishments achieved or barriers faced in evaluating their activities.
Sustainability: Grantees must write a work plan on how the activities will be sustained, including on institutionalization of policies/practices, acquisition of stable funding, continued workforce development, or other efforts. In addition, grantees must write about any accomplishments achieved or barriers faced in sustaining their efforts.
Overdose Outcomes: Grantees must report grantee-level data on emergency department and other hospital visits involving opioid overdose. Note that grantee-level data refers to the entire state or tribal area or jurisdiction. It does not refer to the aggregate of the selected high-need communities. Next, grantees must also report any community-level data that are available on opioid-related overdose deaths and events specifically in the selected high-need communities.

OD Treatment Access Reporting Form

This form has specific metrics that grantees must report:

Describe efforts to partner with prescribers at the community level to develop programs or best practices for prescribing or co-prescribing overdose reversal drugs.
Provide information on the programs or best practices that grantees and partners developed for prescribing and co-prescribing FDA-approved overdose reversal drugs (required to name the best practice and then describe it).
Provide a description of how their training curriculum is informed by or consistent with the SAMHSA Opioid Overdose Prevention Toolkit.
Provide the name(s) of the facility(ies) that employ(s) the health care providers and pharmacists being trained under the grant. For each facility listed, grantees must also indicate the number of health care providers and pharmacists employed there and the number of physicians, physician assistants, nurse practitioners, pharmacists, and others trained on prescribing drugs or devices for emergency treatment of known or suspected opioid overdose.
Provide information on lessons learned or best practices for the trainings.
Indicate the amount of grant funds spent and the number of kits purchased on drugs or devices for emergency treatment of known or suspected opioid overdose.
Indicate the amount of grant funds spent on copayments and other cost sharing associated with drugs or devices emergency treatment of known or suspected opioid overdose.
Briefly describe their efforts to connect patients who experience a drug overdose to appropriate treatment.
Enter the number of patients who experienced a drug overdose that were connected with the appropriate treatment and the number who initiated treatment.
