Appendix I

Overhead Rates

The tables below include the top 25 predominantly white institutions of higher education or HBCU/MIs receiving funds for R&D by DoD for FY 2019 (the most recent data available on DoD R&D expenditures at the time of data collection). National Academies staff could not identify one singular public source that provides data on the overhead rates of institutions of higher education. Staff searched the websites of each listed institution for their most recent Facilities and Administrative (F&A) Rate Agreement, or F&A rates, which were often available through the webpages of the institutions’ sponsored projects/research offices, as well as the Federal Demonstration Partnership Expanded Clearinghouse online system (https://fdpclearinghouse.org/). If the data fields are left blank in Table I-1 or I-2, it means that staff were unable to locate an F&A rate agreement or information on F&A rates in either of these locations. If the data fields show “NA,” it means that the information is not applicable (e.g., not all institutions have an “on campus DoD-specific” rate) or the information is not necessary to include given that the information has already been included elsewhere in the table due to overlapping time periods.
