This rapid expert consultation (REC) was conducted under the auspices of the Intelligence Community Studies Board (ICSB), an activity of the National Academies of Sciences, Engineering, and Medicine sponsored by the Office of the Director of National Intelligence (ODNI). The ICSB serves as the convening authority for the discussion of science and technology of importance to the Intelligence Community (IC). Authorship responsibility for the final content rests with the authors.

Eric Fullerton has served as an expert witness in the cases Lambeth Magnetic Structures, LLC v. Seagate Technology and Western Digital Corporation and Subsidiaries, et al. v. Commissioner of Internal Revenue. Both cases were completed in 2022, prior to the start of this study.
