CHAPTER 2: RESEARCH APPROACH

Figure 1 illustrates the research activities completed as part of this research project.

High-level summaries of each research task are as follows:

  • Assess Current Guide for Gaps: The objective of this task was to review the existing draft guide to determine the specific content that required revision to ensure the long-term usability and relevance of the final document.
  • Review Literature and Industry Knowledge: The objective of this task was to review existing literature on the planning, design, operations, maintenance, evaluation, and monitoring of ATM strategies as well as to assess current market intelligence and analysis tools that might factor into the planning, evaluation, and implementation of ATM strategies.
  • Engage with Stakeholders: The objective of this task was to engage stakeholders through periodic opportune meetings during which members of the research team could gather essential input throughout the project. The research team also leveraged

    ongoing related activities to obtain key feedback on critical issues related to ATM development and deployment.

  • Develop Critical Content: The objective of this task was to develop white papers documenting critical new content related to the planning, programming, deployment, operation, and maintenance of ATM and agency capability maturity level integrated with ATM strategies. The papers also compiled best practices for addressing these issues as well as potential modifications that might be needed in related documents such as the Manual on Uniform Traffic Control Devices for Streets and Highways (MUTCD) published by the FHWA, A Policy on Geometric Design of Highways and Streets (Green Book) published by the American Association of State Highway and Transportation Officials (AASHTO), or other documents as identified by the research team.
  • Produce Final Guide: The objective of this task was to develop the final guide using the results obtained from the previous tasks as well as comments provided by the panel during the panel meeting. Throughout the conduct of the tasks, the research team systematically incorporated relevant ongoing research results along with white paper content into the updated guide. Additionally, the team continuously monitored ongoing related research projects and field deployments to assess if relevant material, processes, procedures, or findings should be included in the guide. The guidelines were intended to be user-friendly and application-oriented. Emphasis was placed on ensuring that the document meets the needs of the practitioner by taking a capability maturity approach to ATM deployments, specifically related to the maturity dimensions of business processes, systems and technology, performance measurement, organization and workforce, culture, and collaboration. Guidelines are also provided regarding different levels of implementation and processes for expanding or enhancing implementation as needs progress.
  • Prepare Research Documentation: The objective of this task was to prepare the final project documentation, which included this final research report and implementation plan along with a PowerPoint presentation.
