CHAPTER 8. APPLYING BUSINESS PROCESSES AND RESOURCES TO SUPPORT TSMO ASSET MANAGEMENT INTEGRATION

Goal: Identify what business processes to modify and the specific resources needed to make those modifications when seeking to integrate TSMO into asset management.

Highlights:

  • Revisit three approaches to integrating TSMO asset management into TAM to help identify the required business processes and resources (page 68).
  • Consider asset data/information, processes, tools, and EAM integration.
  • Evaluate an appropriate degree of EAM integration.
  • Consider incorporating TSMO into the agency’s Transportation Asset Management Plan (TAMP).
  • Assess TSMO asset management staffing requirements and how to secure funding.

Importance:

  • Asset data/information, processes, tools, and potentially some degree of EAM integration are required to perform the steps of TSMO asset management.
  • An effective TSMO asset management program relies on a sufficient number of trained staff to perform all the activities described throughout the guide.
  • Funding for TSMO asset management activities may be difficult to control or predict, but an agency can take steps to better secure the funding required to meet its TSMO asset management goals and LOS (page 75).

Use:

  • Systematically evaluate the business process and resource implications of the agency’s selected approach to TSMO asset management integration, likely based on decisions derived from applying guidance from earlier chapters. Use the approach tables and discussion to examine the asset data/information, processes, tools, and EAM integration considerations for each step in the asset management process.
  • Separately, work through additional guidance on what degree of EAM integration might be warranted, potential benefits of incorporating TSMO into the agency TAMP, generalized roles and responsibilities to inform staffing decisions, and recommendations to better secure funding (page 74).
