Technology is rapidly transforming how we support youth mental health. From AI-enabled counseling tools and peer support platforms to innovative apps for substance use treatment, digital solutions are creating unprecedented opportunities to reach and serve young people. At the same time, realizing this potential requires navigating complex questions and forging new partnerships across sectors.

This Summit will convene leaders from technology, healthcare, payers, philanthropy, government, education, research, and youth organizations for a highly interactive program focused on solutions, partnerships, and action.

Guiding Questions

How can we build sustainable payment models and market signals for effective youth mental health technology?
What does the emerging evidence tell us about what works, and how can we accelerate adoption of proven interventions?
What regulatory and evidence standards are needed to ensure digital tools for youth are safe, responsive, and accessible?
How do we meaningfully engage young people as co-designers, testers, and implementers of new solutions?
What models of public-private partnership can speed innovation, reduce duplication, and ensure access at scale?

What Makes This Summit Different

Rather than traditional panels, the format emphasizes collaboration and real-world problem-solving:

Hackathon-style small-group sessions tackling pressing challenges
Curated case studies, co-selected with youth, that surface practical lessons
A pre-summit youth design sprint to shape priorities
A closing commitments session identifying tangible next steps

Youth Leadership at the Center

Youth leaders will play a central role throughout the program, ensuring that lived experience and authentic partnership inform every discussion.

The National Academies’ Board on Children, Youth, and Families held a webinar sharing the key findings from a new report, Early Relational Health: Building Foundations for Child, Family, and Community Well-being.

Early relationships are foundational for lifelong health, learning, and well-being. Mutual, meaningful, and affirming moments of connection in the youngest relationships support brain development, resilience, and social-emotional growth. These experiences, known as early relational health (ERH), can also buffer the impacts of adversity and help create pathways toward thriving children, families, and communities.

The new report Early Relational Health: Building Foundations for Child, Family, and Community Well-Being provides evidence-based opportunities for advancing ERH. Developed by a committee of experts, the report highlights opportunities for practice, policy, and research to strengthen supportive relationships. It emphasizes asset-based approaches, family and community leadership, workforce supports, and cross-sector collaboration to promote ERH across health care, education, and social systems.

Autism is a life-long, complex neurodevelopmental condition characterized by differences in social communication and interaction and restricted or repetitive behaviors, often accompanied by other morbidities. Interventions and proper supports can help those with autism with self-care habits and management of change and stressful situations. Applied behavioral analysis (ABA), a behavioral therapeutic approach, is one such intervention. ABA is the application of learning theory and behavior analytic principles to build new skills important to individual health and well-being and/or reduce maladaptive behaviors that are not serving the individual. ABA providers use a range of practices based on ABA principles to promote skill acquisition and use in autistic individuals.

The National Academies’ forthcoming consensus report, The Comprehensive Autism Care Demonstration: Solutions for Military Families, examines the delivery of ABA to TRICARE-eligible beneficiaries and the impacts on military-connected families using the demonstration to access ABA services and offers recommendations to improve the delivery of ABA services to TRICARE beneficiaries that need them.

A person- and family-centered approach to the delivery of ABA is important given the complex, heterogenous nature of autism and the range of individual health goals that might be supported by ABA. The National Academies’ Board on Children, Youth, and Families will host a public event on October 8, 2025, 1:00 to 5:00 pm EDT, to further explore the findings of this consensus report, particularly the need for individualized care. This event will bring together experts in autism diagnosis and ABA delivery and assessment, representatives from families receiving ABA, ABA providers, and policy makers to discuss current best practices for person- and family-centered care.

Please join the Board on Children, Youth, and Families online on September 16, 2025 from 3-4pm ET for a presentation on its forthcoming report The Comprehensive Autism Care Demonstration: Solutions for Military Families.This report provides an independent analysis of the Department of Defense’s Comprehensive Autism Care Demonstration. The demonstration, established in 2014 and extended to 2028, provides applied behavior analysis (ABA) to TRICARE-eligible beneficiaries diagnosed with autism while it evaluates the appropriateness of the ABA tiered delivery model under TRICARE. The committee appointed to undertake this independent analysis was charged with examining utilization of the demonstration by TRICARE beneficiaries and providing an assessment of methods used under the demonstration, particularly in relation to assessing autism domains, measuring effectiveness of ABA, and adhering to guidelines and industry standards of care.

This report examines U.S. policies, programs, and investments related to breastfeeding, assessing the health, social, and economic impacts of current rates, as well as identifying variances in rates and gaps in knowledge. It provides evidence-based recommendations to strengthen support for mothers and families, improve and expand access to breastfeeding services and supplies, and increase breastfeeding rates in line with national goals.

Addressing the Impact of School Active Shooter Drills on Health and Wellbeing: Vision to Action Summit

Active shooter drills have become a common practice in U.S. Schools—95% of public K–12 schools conduct them, and many states mandate their use. However, there is little consistency in how drills are implemented or in how schools communicate about them. Practices vary widely, often without clear guidance on how to minimize the potential harms to the mental, emotional, and behavioral health of students and staff. The National Academies’ forthcoming consensus report, School Active Shooter Drills: Mitigating Risks to Mental, Emotional, and Behavioral Health, examines how school active shooter drills and broader school security measures affect school climate and individual wellbeing, and offers recommendations to help schools reduce potential harms while supporting safety.

The National Academies’ Board on Children, Youth, and Families and Societal Experts Action Network will co-host a summit to further explore the findings and recommendations of this consensus report. This summit will bring together state and local decision-makers, intermediaries, and experts in school safety and mental health to explore effective strategies for supporting the mental, emotional, and behavioral health needs of students and staff. Through expert panels and collaborative tabletop discussions, participants will examine how schools can implement practices that promote prevention, preparedness, and overall wellbeing—fostering learning environments where students and staff feel safe, capable, and supported.

The Business of Flourishing: Innovative Investments in Children and Youth

There is growing momentum around public-private partnerships as a promising path to improve child and youth well-being. From local collaborations to statewide initiatives, new financial models are being tested to fund upstream, preventive solutions that can improve outcomes for children and families while creating long-term value for communities.

At the same time, these efforts face real challenges—including the difficulty of bridging sectors that don’t typically work together, the “wrong pocket” problem, and the long time horizon for seeing return on investment in early-life prevention. This summit will bring together leaders from philanthropy, policy, finance, research, health care, and community organizations—actors who need to understand each other’s language, constraints, and goals in order to move this work forward.

Together, we’ll explore a range of innovative investment strategies and local partnership models, surface common challenges, and identify practical solutions. Participants will leave with new insights, stronger cross-sector connections, and ideas they can apply in their own work—whether framing a grant for private funders, partnering with a local business, or shaping a statewide strategy.
