The National Academies of Sciences, Engineering, and Medicine (NASEM), the Network for Engineering With Nature (N-EWN), and the University of California Santa Cruz (UCSC) Center for Coastal Climate Resilience convened a national forum focused on the practice of nature-based solutions. The two-day event was held February 4-5, 2025, at the National Academies' Beckman Center in Irvine, California.

The forum brought together national leaders and practitioners to discuss innovations in the application of nature-based solutions (NBS) for hazard mitigation and climate adaptation. Discussions focused on overcoming challenges in scaling NBS and finding collaborative, equitable solutions. The forum followed the 2024 N-EWN National Policy Forum conducted in collaboration with the National Academies in Washington DC.

Forum objectives included:

Showcase full-scale implementation of nature-based solutions and lessons learned
Promote equity and justice in hazard mitigation and adaptation projects
Identify challenges and opportunities to meet objectives for risk reduction and conservation
Strengthen partnerships to accelerate the pace of NBS implementation

The pervasive effects of supply chain disruptions, underscored by the COVID-19 pandemic, climate change, and critical shortages of essential commodities such as infant formula, prescription drugs, and medical devices, reverberate through all communities. However, widespread evidence exists that these impacts are not evenly distributed, but are disproportionately intense and persistent among vulnerable populations. Recovery from supply chain disruptions takes longer in these communities and it can be more difficult since they have fewer geographic and economic connections with outside and fewer resources to deal with these issues. It is crucial to look at the impacts on vulnerable and marginalized communities and make them resilient and sustainable. Disproportionate impacts of supply chain disruptions on vulnerable communities have broader economic justice and equity implications.

The purpose of this workshop was to understand the impacts of supply chain disruptions on vulnerable communities (i.e., groups that face greater risk and impact from supply chain disruptions due to pre-existing socioeconomic disadvantages, geographic isolation, inadequate infrastructure, and health challenges, including but not limited to low-income neighborhoods, remote rural communities, elderly populations, communities of color, people with disabilities, and coastal regions) and focus on the human and social impacts:

how communities are at risk of being impacted by supply chain disruptions
challenges faced in mitigation, preparedness, response, and recovery from disruption and innovative approaches to address the challenges to build and improve community resilience
sustainability strategies for overcoming supply chain challenges (i.e., policies, informal and formal mechanisms)
examples of adaptive, resilient, and sustainable efforts undertaken by communities to lessen these impacts and come up with actionable policies, programs, and strategies for the impacted communities.

Measuring What Matters: Towards a More Comprehensive and Equitable Evaluation of Benefits

The National Academies of Sciences, Engineering, and Medicine, in collaboration with the U.S. Army Corps of Engineers’ Engineering With Nature® Program and The Water Institute of the Gulf, will hold a one-day summit to discuss the comprehensive and equitable evaluation of benefits of nature-based solutions (NBS). Currently, benefit-cost analysis (BCA), as applied by the U.S. Army Corps of Engineers (USACE) water resource projects, is ‘tuned’ to evaluating the national economic value of projects. However, the science of quantifying and comparing the economic, environmental and social benefits and costs of water resources projects has advanced significantly in recent years. The discussions will look at how balancing across multiple goals and applying improved methods, may lead to a more comprehensive and equitable assessment of how integrated water resources projects—including projects that integrate conventional engineering and NBS—add value to communities across the nation in ways that create resilience in the face of climate change.

This event will bring together government, nonprofit, academic, and private sector collaborators to share recent progress and identify key next steps for evaluation and planning. Both the National Academies and The Water Institute of the Gulf will present from recent projects with USACE on benefits, applications, and opportunities of natural infrastructure and NBS and seek input from federal, academic/NGO, and private sector participants.
