Transit, like many sectors, is in the midst of a necessary transition to ZE technologies. While transit agencies have likely assessed and mitigated many risks associated with the operation of conventional fleets, there are new threats and consequences emerging due to the technological differences between fossil-fueled and electric systems. As agencies are creating and implementing their ZE transition plans, resilience plans must be re-examined and updated as agencies deploy electric and hydrogen fuel cell buses and infrastructure. This guide provides a starting point for agencies to estimate the impact of existing and new threats to their ZEBs and offers a summary of available adaptations. It also provides guidelines and potential decision-making frameworks for agencies to assess their risks, choose adaptations, and update their resilience plans. By planning and implementing resilience strategies, agencies can continue to provide vital services to their communities, even in the face of unexpected conditions.
