Panel to Evaluate the Quality of Compensation Data Collected from U.S. Employers by the Equal Employment Opportunity Commission through the EEO-1 Form

This study will examine the key uses for the compensation data that were collected by the U.S. Equal Employment Opportunity Commission (EEOC) and review the methods used and the circumstances of the collection. The expert panel will consider data quality frameworks for these data and will conduct analyses of the compensation data to assess its quality and usefulness for different uses. The final report will provide the expert panel’s conclusions and recommendations to EEOC.

Description

The National Academies of Sciences, Engineering, and Medicine will appoint an ad hoc panel to review and evaluate the quality of compensation data that the Equal Employment Opportunity Commission (EEOC) was able to obtain from U.S. employers. Since the EEOC collected pay information from private-sector employers and federal contractors on a large scale for the first time in 2019, this is an opportune time to review the methods used and the circumstances of this collection to document lessons learned and identify areas for improvement for future collections. The panel will also review EEOC’s methodology for collecting compensation data from employers through the EEO-1 form and the communication efforts with employers and will consider existing data quality frameworks to assess the data collected. The final report will include conclusions and recommendations to assist the EEOC in assessing the utility of the compensation data collected and in refining its approach for subsequent data collections.
