The Bureau of Safety and Environmental Enforcement (BSEE) has asked the National Academies to conduct a peer review of new research from the U.S. Naval Research Laboratory. The research examines the feasibility of wellhead burning as a mitigation method for a “worst case” loss of well control. This study will convene experts to examine the methods, data quality, and strengths of the research report. The committee’s findings and conclusions will inform BSEE decision-making, as part of the bureau’s responsibility to permit, oversee, and enforce laws and regulations to govern offshore oil and gas development.

The National Academies of Sciences, Engineering, and Medicine will convene an ad hoc committee to review OSRR 1063: Bureau of Safety and Environmental Enforcement Report: Computational Fluid Dynamics Model for Predicting Wellhead Oil-Burning Efficiency at Bench and Intermediate Scales: Interim Report (July 30, 2020) produced by the U.S. Naval Research Laboratory (NRL) and funded by the Bureau of Safety and Environmental Enforcement (BSEE). Specifically, the committee will produce a report that assesses:
- The technical quality and completeness of the NRL report;
- The assumptions and approach used to develop the computational fluid dynamics (CFD) model;
- The completeness of the modeling results and experimental validation as an evidence base for determining whether wellhead burning is sufficient for mitigation of uncontrolled environmental release of oil in the event of loss of well control.
