Legacy oil and gas infrastructure in the Gulf of Mexico: environmental, conservation, and research perspectives

This Gulf Offshore Energy Safety Informational Webinar is the second to examine perspectives on legacy oil and gas infrastructure. Here, panelists from Healthy Gulf and Oceana will present on the challenges posed by legacy infrastructure in regards to environmental resources. Our panelist from NETL will describe the data behind the infrastructure left in place in the Gulf and how that informs conservation and policy.

Legacy offshore oil and gas infrastructure refers to decommissioned or retired pipelines, platforms, and other structures that remain in place after abandonment or end of use. A recent Government Accountability Office (GAO) report describes how 18,000 miles of pipelines have been decommissioned in place since the start of oil and gas production in the Gulf. GAO reports also describe the need to adjust financial assurances to ensure payment for removal of infrastructure is available.

Federal Perspectives on the Past, Present, and Future of Legacy Oil and Gas Infrastructure in the Gulf of Mexico

In this Gulf Offshore Energy Safety Informational Webinar, three federal agencies will describe their work related to legacy oil and gas infrastructure in the Gulf of Mexico. Legacy offshore oil and gas infrastructure refers to decommissioned or retired pipelines, platforms, and other structures that remain in place after abandonment or end of use. The Deepwater Horizon catastrophe caused significant environmental, ecological, and economic damage to the Gulf of Mexico region. Lessons learned from this and other spill incidents in the past decade have spurred a variety of initiatives and improvements to oil spill prevention, preparedness, and response. During this information-sharing webinar, our panelists will discuss, from their perspectives, a look back at where we have come in the last decade, and where we need to go in the next decade to be ready for a response to any offshore incident.

The Deepwater Horizon oil spill caused significant environmental, ecological, and economic damage to the Gulf of Mexico region. Since the spill, multiple projects have been funded to restore and conserve the Gulf region's natural environment. This webinar will focus on the decision-making frameworks and implementation of ecosystem restoration and economic recovery.

Moderator: Dr. Francis Wiese, Technical Leader for Marine Science, Stantec

Panelists:

Dr. David Yoskowitz, Senior Executive Director and Endowed Chair for Socio-Economics, Harte Research Institute for Gulf of Mexico Studies. Dr. Yoskowtiz will share a social and economic factors perspective to explore the information needed to conduct the natural capital valuations that inform the restoration decision-making process.
Dr. Lydia Olander, Director, Ecosystem Services Program, Nichols Institute for Environmental Policy Solutions, Duke University. Dr. Olander will share how ecosystem service logic models and standardized socio-economic metrics can be used to monitor social and economic outcomes of Gulf restoration projects and to help restoration programs target projects that will meet their social goals. She will also discuss next steps for bringing this type of monitoring to scale in the Gulf.
Mr. Carl Ferraro, Senior Environmental Scientist, Stantec. Mr. Ferraro will discuss restoration methodologies and their trade-offs, and explore how ecosystem services and natural capital valuations inform the implementation of restoration projects.
Dr. Karen Hyun, Vice President, Coastal Conservation, National Audubon Society. Dr. Hyun will discuss ecosystem restoration and the development and implementation of Audubon’s vision for the Gulf.

Gulf Oil Spill settlements entrusted approximately $16 billion to federal and state authorities to restore ecosystems affected by the Deepwater Horizon oil spill, and to enhance the Gulf region’s resilience against future disasters. During the webinar, leaders engaged in implementing this historic effort will provide their perspectives on how restoration and resilience projects are being designed and implemented, and what lies ahead. Panelists will discuss how needs are being identified, projects funded, their progress evaluated, and relevant data shared. They will share early insights on best practices and lessons learned.

On April 20, 2010, the Gulf region faced the worst environmental disaster in United States history--the Deepwater Horizon explosion and oil spill. In the decade following, attention turned to offshore oil production and the risks it poses to the people and the environment of the Gulf region.

In this webinar, some of the leaders who responded to the Deepwater Horizon oil spill reflect on the event and how it shaped our understanding of offshore energy safety, environmental protection, and human health and community resilience today--as well as how it may influence the resilience of the Gulf to offshore disasters in the future.
