International Perspectives on Integrating Ethical, Legal, and Social Considerations into Research, Development, and Regulation of Non-Invasive Neuromodulation Devices: A Workshop

The Organisation for Economic Co-operation and Development (OECD)—in collaboration with Arizona State University and the National Academies of Sciences, Engineering, and Medicine—held a workshop in Washington, DC, on Neurotechnology and Society: Strengthening Responsible Innovation in Brain Science. As part of this overall workshop, the Forum on Neuroscience and Nervous System Disorders of the National Academies organized a session that used non-invasive neuromodulation as a case study to prompt further, concrete discussion about concerns and opportunities related to better integration of societal values, scientific advancement, and economic considerations during the development and use of novel neurotechnologies.

Description

An ad hoc committee will plan a two-hour public session in workshop format at a meeting on "Neurotechnology and Society: Strengthening Responsible Research and Innovation in Brain Science" organized by the Organisation for Economic Co-operation and Development. This workshop session will use the example of non-invasive neuromodulation to explore how ethical, legal, and social issues (ELSI) and responsible research and innovation (RRI) considerations are integrated into research, development, and regulation in different countries.

Invited presentations and discussions will be designed to:

· Review the current state of the science and anticipated future technological developments in non-invasive neuromodulation, and discuss how ethical, legal, and social values are considered in research, development, and regulation of these devices.

· Identify and discuss ELSI / RRI issues specific to non-invasive neuromodulatory devices, for example, authenticity, enhancement, use in vulnerable populations, and unsupervised use.

The committee will develop the agenda for the workshop session, select and invite speakers and discussants, and moderate the discussions. A brief summary of the presentations and discussions at the workshop will be prepared by a designated rapporteur in accordance with institutional guidelines.
