About

U.S. science and innovation leadership has always relied on its ability to attract and train the best and brightest for the job. To a great degree this includes the participation and contributions of international students and researchers studying and working in the United States. Though the country remains the most popular destination for international study, international student enrollment at U.S. institutions has declined since 2016, and the stay rates of science and engineering doctorate recipients from China and India have declined or stagnated during the last two decades. Meanwhile, enrollment of international students in other countries – particularly Australia and Canada – has increased. What are the barriers for recruiting and retaining this talent? What are other key indicators for measuring U.S. ability to attract STEM talent from abroad?

During this meeting, attendees considered how the United States may continue to support the mobility of a global network of scholars and researchers under new pressures related to changing immigration and national security concerns.

U.S. leadership and engagement in international agreements and standards-setting bodies is critical for maintaining influence on the global stage. Recent signs of China’s growing influence in the shaping of international standards – particularly on 5G standards development, which could have global implications for the future of internet governance – have policymakers concerned about the long-term impacts these bodies have on technology development, competitiveness, and foreign policy. What is the United States doing to commit to and support sustained engagement within these bodies? In which technology areas does the United States still maintain significant influence, and where is it falling behind?

During this meeting, attendees discussed the importance of U.S. influence in international standards bodies across sectors of the economy.

International partnerships and collaboration are integral in the effort of translating U.S. scientific investments into global leadership and value for the economy, as the United States does not currently have the resources to lead the world in all science and technology areas. How can the United States better leverage and enhance strategic international relationships and values-based partnerships with other countries that might have a technological lead? How are the benefits of participating in international research partnerships measured? How can the country’s policies continue to foster an environment that enables independent research collaboration across borders?

During this meeting, attendees considered opportunities for assessing and demonstrating the value of international research collaborations.

Public-private partnerships (PPPs) are critical to, and evidence of, a vibrant U.S. innovation environment that enables diverse opportunities for knowledge and value creation and facilitates cross-sector coordination and collaboration to strengthen U.S. competitiveness. But what makes a public-private partnership effective? Reflecting on past successful and unproductive PPPs, what barriers – new and familiar – are preventing connection between the public and private sectors? How can philanthropic support be more effectively engaged in pursuit of a radically expanded partnership model to strengthen U.S. leadership?

During this meeting attendees discussed what actors across the research enterprise have learned about developing and managing realistic expectations and mechanisms for productive PPPs.

The United States has historically embraced an open and integrated global knowledge system that balances top-down and bottom-up support for science and research. This system relies on investments from a diverse combination of stakeholders across the research enterprise; federal policies that encourage cross-sector collaboration and coordination; and partnerships with other countries that share and prioritize aligned research principles. These values are in contrast to China’s approach to supporting the expansion of its science and technology capabilities through massive state support for technology development, forced technology transfer practices, and broad government subsidies. Recent rapid technological advancements by China have many policymakers worried about the United States’ ability to maintain an economic and technological lead. To balance the pursuit of U.S. research values and ideals while protecting against economic and national security risks, the country must support longstanding and new partnerships with other countries that share our research values. Who are these strategic partners?

During this meeting, attendees discussed how the intersection of science, diplomacy, and foreign policy can be better supported throughout the research enterprise.

The United States has long led the world in total research and development spending, but while other countries have prioritized the long-term growth of science and technology investments, U.S. R&D intensity has remained stagnant. During the last decade, federal support for R&D as a share of total expenditures has fallen and the private sector and academic institutions have taken on more of the financial burden. These institutions are unfortunately facing new and immediate economic pressures given the sustained impacts of the coronavirus pandemic. Meanwhile, the frontiers of science continue to expand; the scientific challenges at hand are becoming increasingly global in nature; and the scale of investment needed to catch up grows.

During this meeting, attendees discussed ways of meeting the challenges facing the research enterprise.
