The National Academies of Sciences, Engineering, and Medicine will convene a 1.5-day workshop to bring together representatives from the scientific and national security communities, other relevant Federal agencies, and the private sector to consider approaches for securing and strengthening an open, federally funded scientific research system. Workshop topics will also center on attracting and retaining the best global STEM talent, fostering increased international scientific research cooperation and countering illicit foreign interference. The workshop will also focus on universities and federally funded research and development centers (FFRDCs) which together produce the largest share of U.S.-sponsored fundamental research and to which many advanced applications, emerging technologies, and innovation can be traced. The workshop will address topics such as: (1) open science and technology research as a critical value and asset; (2) global scientific engagement and attracting foreign talent; (3) benefit and risk assessment of international research collaboration; (4) research security in the context of open science; and (5) fostering cooperation between the scientific research and security communities. A proceedings-in-brief and a proceedings will be issued following the workshop.
