Follow-Up Electronic Survey

ABQT Owner Agencies

  1. Approximately how many asphalt binder samples does your State Agency collect per year?
  2. What percentage of asphalt binder samples collected are tested at your lab?
  3. What percentage of tested asphalt binder samples do NOT meet the required specification for the intended mix design? Our interviews indicate it is around 1% in most states, does this seem:
    1. Seems about right
    2. Too high
    3. Too low
  4. If an asphalt binder sample is out of specification, what is the average length of time between the sample collection and a notice of the test results received by the contractor?
  5. If a binder sample is out of specification, would you estimate that about 50% of the out-of-specification asphalt binder is used before paving is stopped?
    1. Seems about right
    2. Too high
    3. Too low
  6. Our interviews indicated that not all out-of-specification asphalt binders could be detected by just looking at the PG grade of the sample. Would 20% be a good estimate for the percentage of out of specification binders that would still have the correct PG grade?

  7. The two figures below show an example distribution of asphalt binder testing results, along with an example distribution of the increase in maintenance costs for binder samples that fail. Do these figures seem reasonable?

  1. If an asphalt binder does NOT meet the specifications for the mix designs, what percentage of the time would the pavement be removed and replaced immediately? Our interviews indicate that this is very rare; would about 1% of out-of-specification binders be a good estimate of what is severe enough to need to be immediately removed and replaced?
