Washington Std. Spec. § 1-08.8 provides for a time extension for specific delaying circumstances beyond the contractors’ control. It does not specifically identify pandemics, epidemics, or quarantines as potentially excusable events.

APPENDIX B. SURVEY QUESTIONNAIRE

The following survey questionnaire was delivered to all 50 state DOTs as part of this research project to assess the impact of the COVID-19 pandemic on their projects.
