Appendix B

Community Liaison Biosketches

Erika Anderson, M.A., serves as a committee clerk for the Hawai‘i House of Representatives, where she plays a vital role in supporting legislative processes. With a background in psychology and expertise in institutional trust and the impacts of systemic challenges on marginalized populations, Ms. Anderson brings a thoughtful, research-based approach to her work in government. She holds an M.A. in psychology from Pepperdine University and dual bachelor’s degrees in political science and psychology from the University of Hawai‘i at Mānoa. Her academic background and personal experience with perfluoroalkyl and polyfluoroalkyl substances (PFAS) contamination during the Red Hill water crisis position her as an advocate for evidence-based approaches to addressing systemic disparities and fostering equitable practices in policy making.

C. M. Kaliko Baker, Ph.D., has been a Kumu Ōlelo Hawai‘i (Hawaiian language instructor) in Kawaihuelani Center for Hawaiian Language at the University of Hawai‘i (UH) at Mānoa since 1996 and currently holds a position as assistant professor. His research and scholarly efforts primarily focus on Hawaiian language, particularly discourse grammar, traditional Hawaiian narratives, and the revitalization of Hawaiian. He completed his Ph.D. in linguistics in 2012. Dr. Kaliko has been writing and researching primarily in the space of Kānaka Maoli identity, particularly how Ōlelo Hawai‘i is central to indexicalizing and presenting who we are as Kānaka Maoli. He coauthors Hawaiian-medium plays with Tammy Haili‘ōpua Baker and serves as dramaturge under Ka Hālau Hanakeaka. In 2022, Dr. Baker helped published Mo’olelo: The Foundation of Hawaiian Knowledge,

which includes essays from top scholars in the field of Hawaiian knowledge. He is president of the Halele‘a Arts Foundation, which strives to promote Hawaiian-medium theatrical and other media projects. Dr. Baker is a longtime member of Protect Kaho‘olawe ‘Ohana (PKO), the grassroots organization that stopped the U.S. Navy’s bombing and desecration of Kaho‘olawe. Since 2003, he has served as the head Mo’o Lono leading the Makahiki ceremonies while moving the practice forward through the incorporation of Ōlelo Hawai‘i and literary fluency into the ceremonies. Recently, he has been leading huaka‘i Ōlelo Hawai‘i under the PKO to Kaho‘olawe during UH’s spring break during which the UH Mānoa and Hilo campuses connect and work on Kaho‘olawe using Ōlelo Hawai‘i as their means of communication. As a lifelong resident of Ko‘olaupoko, O‘ahu-a-Lua, Dr. Baker keeps his hands in his community by taking his students to Ke Kula ‘o S.M. Kamakau in Ha‘ikū and volunteering at Ka Loko I‘a o He‘eia, among other things.

Monique Delgado is a Red Hill poisoning survivor, clean water advocate, mother, wife, and artist. Red Hill poisoning changed her entire life and health, leading her to resign from her career and leaving her medically disabled. Hawai‘i will always be her home, where her ‘ohana (family) remains. Ms. Delgado is passionate about advocating for O‘ahu’s clean water and giving a voice to sick Red Hill families.

Richelle Dietz represents affected community members living on the water system contaminated by the Red Hill fuel releases. She currently works as director of tax forms for a small firm in northeast Florida. Over 16 years, Richelle has pursued continuing education in computer science, data, and network security. Her analytical background and understanding of compliance rules bring a unique perspective to the experiences of her community. Richelle holds a B.S. in aviation management from Jacksonville University and has testified in federal court, for the Environmental Protection Agency’s Community Representative Initiative, and to multiple media outlets regarding her family’s experiences.

Major Mandy Feindt, M.A., is an active-duty Army officer; she and her children were among the 93,000 people impacted by the Red Hill water crisis. Despite her military affiliation, she has been a relentless advocate for both military and civilian families affected by the crisis, serving as a Department of Defense whistleblower and member of the U.S. Environmental Protection Agency’s Community Representation Initiative. Over the past 3 years, she has worked extensively with state and federal regulators, health care professionals, and senior military and congressional leaders. Major Feindt holds a B.A. in criminal justice and an M.A. in human resources management.

Liz Fischer, MLSA, is an emergency manager who served as the interim planning section chief for the State of Hawai‘i during the 2021 Red Hill incident. She has extensive experience working with state and federal government partners, legal frameworks, and community advocates affected by the Red Hill PFAS and Jet-A spills. Liz is a national-level peer reviewer for publications by the National Academies of Sciences, Engineering, and Medicine on topics of climate, earth sciences, transportation, and water science. She also serves as special projects coordinator for the Honolulu Department of Emergency Management and has held key planning roles during Hawai‘i’s COVID-19 response. Her work spans island nations, rural communities, and emergency transport and disaster recovery planning.

Margaret Horner, R.N., is a woman of Native Hawaiian descent, born and raised in Hawai‘i. She has spent her life witnessing the deterioration of the Kapūkakī area. A daughter, sister, mother, grandmother, and friend to many affected by the Red Hill water contamination crisis, she is deeply committed to raising awareness and securing needed medical care without stigma for those impacted. A registered nurse, Margaret works to expose the long-standing maintenance failures at Red Hill. As a liaison with the National Academies of Sciences, Engineering, and Medicine, she aims to foster communication, collaboration, and healing for the people of Hawai‘i.

Toya Kelley, M.D., is a board-certified family medicine physician with expertise in public health policy and disaster management. She currently serves as senior advisor to the assistant secretary for health on public health policy and legislation. Dr. Kelley has extensive experience in providing written and oral testimony and serves on several boards and committees nationally.

Ernest Lau is manager and chief engineer of the Honolulu Board of Water Supply. He previously served as administrator of the Public Works Division under the State Department of Accounting and General Services and as deputy director of the State Commission on Water Resource Management. From 1996 to 2003, Mr. Lau served as manager and chief engineer of the Kaua‘i Department of Water, following 14 years with the Honolulu Board of Water Supply.

Katherine McClanahan, M.S., holds an M.S. in speech–language pathology from Western Carolina University and worked for a decade in hospital settings specializing in speech, language, and swallowing disorders. A military spouse of 27 years, she has been a tireless advocate for Red Hill families since 2022, documenting symptoms, working with the Defense Health Agency, and helping inform medical responses for exposed families.

Katherine’s advocacy contributed to important comparative studies and physician guidance for populations affected by the Red Hill fuel releases.

Kelly Morris, R.N., is a registered nurse licensed in Hawai‘i and all compact states with over 14 years of clinical experience. She is a former resident of Kapilina Beach Homes and lived through the Red Hill JP-5 fuel releases.

Katie Roberts, M.S., is a military spouse who lived with her family on Hickam Air Force Base during the 2021 jet fuel spill. She holds an M.S. in physical chemistry from Georgia Institute of Technology and is a former chemistry instructor. After the spill, she used her scientific background to advocate for her family and neighbors, conducting water testing and health advocacy. Ms. Roberts’s personal experience navigating the Department of Defense health care system informs her commitment to clinical follow-up and care for affected families.

Jamie Simic is a mother of two and former military spouse. She is a leading advocate for families affected by the Red Hill water-contamination crisis, drawing from her experiences with both the 2014 and 2021 fuel releases. Jamie founded the Red Hill Water Warriors Facebook support page, volunteered for the Environmental Protection Agency’s Community Representation Initiative, and actively participates in public meetings and hearings. She continues her broader advocacy work with organizations such as the Secure Families Initiative, emphasizing transparency, accountability, and the well-being of military families nationwide.

Colleen Thibault, M.S.N., FNP-BC, is a family nurse practitioner with an M.S.N. from American International College. Her clinical and community experiences inform her engagement with populations impacted by the Red Hill fuel releases.

Norine Tuck-Ringwalt is a civilian resident of Kapilina Beach Homes in ‘Ewa, O‘ahu; she was directly affected by the Red Hill water-contamination crisis. Unaware that her home was connected to the Navy’s water system, she and her three children began experiencing health issues—including headaches, nausea, vomiting, and skin irritations—following the November 2021 jet fuel leak. Despite initial assurances from authorities that the water was safe, Ms. Tuck-Ringwalt’s family continued to suffer symptoms, prompting her to seek specialized medical care on the mainland.

Peggy Wagner is a retired business education and GED teacher from Virginia, including service with the Virginia Department of Corrections. She is a Navy spouse and supported her husband’s 26-year career in the Civil

Engineer Corps. She has two adult daughters, and her family now resides in Hawai‘i. In July 2020, they moved into Kapilina Beach Homes, which is on the Navy’s water system, just months before the Red Hill fuel release contaminated the water supply. They continue to live there and provide their own water for drinking, cooking, and pets, and have installed filtration systems for bathing. The family has paid for independent water testing and medical screening and has sought care at the Red Hill Clinic. Wagner continues to advocate as a community voice regarding the misinformation, emotional stress, and physical health concerns associated with the contamination.

Meredith Wilson, a North Carolina native, lived for nearly 5 years at Joint Base Pearl Harbor–Hickam and was deeply affected by the Red Hill water crisis. As a professional musician and former hospitality worker, Ms. Wilson became an active researcher and advocate after experiencing debilitating neurological symptoms linked to the spill. She remains engaged in public testimony, technical reviews, and community advocacy efforts, including meeting with congressional leaders. Ms. Wilson is particularly focused on investigating the chemical composition of JP-5 and other contaminants affecting exposed populations.
